Deputy Commissioner
The role of the Deputy Commissioner, ICT extends beyond mere administrative and executive duties within Islamabad Capital Territory (ICT). He acts as the linchpin of regulatory oversight and guidance for the T&T ECHS (Telegraph & Telephone Employees Cooperative Housing Society). This responsibility entails ensuring that the operations and activities of T&T ECHS adhere to the relevant laws, regulations, and guidelines established by both Federal and Provincial authorities.
In summary, the Deputy Commissioner, ICT serves as not only an administrative leader but also as a key regulator and guide for T&T ECHS, while simultaneously upholding the responsibilities of a District Magistrate in ensuring the safety and security of the district and authorizing and overseeing various activities within the territory.

As per Cooperative Societies Act, 1925, the key functions of the Cooperative Societies Department, ICT are as under:
- Registration of cooperative societies
- Liquidation of defunct societies
- Annual and special audits
- Conduct Annual General Meetings
- Elections of Managing Committees
- Arbitration, Appeals, Revision etc.
- Inquiries and Special Measures
- Recovery proceedings
- Supersession of Managing Committees
